Chairman of State Duma Committee on Education, Alexander Degtyarev believes that the use of devices that block the signal of mobile phones in educational institutions will benefit both teachers and students during daily activities, but a member of the Duma Committee on Education Balykhin Gregory believes that the use of "jammers" will be useful only for exams.


Earlier it was reported that the State Commission for Radio Frequencies (SCRF) intends to consider regulating the use of devices in a public place, blocking the signal of mobile phones. Such devices can be used in theaters, churches and schools during the exam. The use of noise generators or a radio interlock is included in the agenda of the next meeting of the SCR, which will be held on March 16.

At the same time, he noted that the question of the use of such devices should be viewed from different  angles, including the perspective of citizens' rights and their security.
 
The use of "jamming" during the state exam will help to fight with cheating more effectivly, said a member of the State Duma Committee on Education Gregory Balykhin.

He recalled that in 2011 the State Duma adopt a law banning the use of mobile phones while passing state exam. According to this law accredited social observers work at the state exam.

"But what had happened? Most of them - about 50% - were persons directly interested in the good results, 41.5% - are members of the parent committees. Were they interested for that law not to work? Yes, "- said the MP.

Therefore, the "jamming" mobile signal could well be one of the measures to prevent cheating, he said. "However, we must make " jamming " technically correct, that the inhabitants of the houses near by the school can easily use the mobile and tablet," - said Balykhin.
