Friday, July 13, 2012 Results of the UNESCO Open Educational Resources Congress
On 20−22 June 2012 the UNESCO headquarters in Paris (France) hosted the World Open Educational Resources Congress. The Russian delegation including representatives of the State Research Institute Informatika, Peoples’ Friendship University of Russia, Moscow State University of Economics, Statistics and Informatics, as well as Moscow Institute of Open Education took part in the Congress.

The Congress adopted 2012 Paris OER Declaration calling on the governments to support development and use of open educational resources. One of the most important results of the Congress, noted in the Declaration adopted, is that the official representatives of the participating countries agreed on the need for such legislation which would provide a broad introduction to the practice of “open licenses” ― everything that has been created by budget institutions or for budgetary money (in particular, within educational process, writing books, etc.) should be generally accessible to all the users of the country (world) by placing these materials on various OER portals.
