System of primary and secondary professional education is being optimized in the Chelyabinsk region: learning clusters to be developed in the region, Deputy Minister of Education and Science of the Chelyabinsk region, Galina Kazakova reported at the press conference.

As a result of the reorganization some educational institutions will change their status, the others ― will be attached to larger ones and the third ― expect to be merged. The number of educational institutions will be reduced, but this measure is intended to improve the quality of education and to ensure competitive graduates.

According to Galina Kazakova, education market varies with the requirements of the labor market. Today, employers are in dire need of personnel with basic vocational education (67%), and much less ― of the specialists with higher education (15%)," says Deputy Minister. "However, the number of college graduates far exceeds the number of students who received their degrees at school or college."

Optimization of educational institutions network will align this "bias" with regard to the demographic situation, and without compromising the quality of education.

According to Galina Kazakova, today small towns of the region offer institutions that provide training in the same direction. Their unification will solve several problems allowing to avoid duplication of specialties, as well as release new areas to be redeveloped for modern laboratories and workshops. "This is a merger of institutions or their accession, and therefore, complete preservation of faculty and student composition," - said Deputy Minister.

Thus, each municipality will host education and production cluster. With the direct participation of employers the region will accommodate metalworking, engineering, information and technology, railway, energy and other clusters.

"The main objective of the restructuring of vocational education is to create multi-agencies which could be quickly rebuilt under employers’ requests, and retaining existing jobs and specialties to discover new except if it becomes necessary," said Galina Kazakova.
